Combine cinnamon sticks, cloves, and cardamom in small cheesecloth; tie with kitchen string.
Bring water to a boil in medium saucepan over high heat; reduce heat. Add tea and spice bag; simmer 15 minutes.
Remove spices to fine-mesh strainer; strain remaining liquid from spice bag into shallow dish. Stir in milk, honey, and vanilla until well combined.
Cover and freeze 45 minutes. Remove dish from freezer. Scrape through mixture with fork, breaking ice into fine crystals; return to freezer. Repeat at 30 minute intervals until thoroughly frozen.
Note: Granita will keep, covered, up to 1 week.
